Cough drops taste horrid because they contain menthol, which has a strong minty flavor that is VERY hard to mask with artificial flavorings. On the other hand Halls Breezers is made of sugar with a tiny minute strip of menthol so the menthol content isnt enough to soothe your cough effectively, but it does help your sore throat minimally.
