Yes, I had a GBA my first time out, which was in the invasion with an infantry unit, and a DS this last time out. They are fun and nice to have, and help the time go by nicely =) It charges with 110, but you can easily find a power converter, just make sure he understands not to plug it straight into the wall, or it will ruin it.

Sure, he can use a game like that when he has downtime. A lot of guys use those or the Sony versions whose name escapes me at the moment. The Sony is nice but not as durable and compact as the Nintendo DS. A guy and take the DS and pretty much just put it in his cargo pocket and drive on.

Only the DS games that he brings with him will work over there. If you want one for yourself, I'd buy it for myself. Good Luck ! :)

He can use it wherever he goes, but can only charge it on 110 voltage power, and can only play games intended for use in North America.
