Can anyone tell me what this is and how to cure it. I have tried different types of flea shampoo and regular sampoo also a egg in his food. Nothing seems to help. AND NO HE DOES NOT HAVE FLEAS!!!!

It's most likely just irritation from urine getting on the fur and staying on his skin and possibly a little bit of heat rash if he doesn't have fleas flea medicine can just irritate it more if possible and he has quite a bit of fur in that area try trimming it or better yet after he's done doing his business wipe him off and it should go away. And bathing a dog is a good idea maybe once a month but other than that they need the oils to keep there skin and coat nice and healthy. A really good dog shampoo which is the only kind you should use on dogs so it doesn't irritate skin is called "All Natural head To Tail". They have different kinds I use the furr-so-soft on my dogs and they love it as well as on my puppies when they had a touch of the runs its nice gentle and wont irritate they're skin and if your dogs skin is extra sensitive the Oatmeal shampoo by them is excellent. It comes in a fire hydrant shaped shampoo bottle. I'll put the website as well if you want to read about it.

You're right, this is not caused by fleas. However, you should take him to the vet. If you had a rash like that making you as miserable as he must be, you'd go to the doctor! Take the poor baby to the vet!

Take him to the vet. It may be something as simple as a food allergy. The vet would know better.

Go to the store and buy an anti fungal cream such as lamisil or lotramine

It could just be irritation from where a little urine gets on his tummy.
You can use baby wipes to clean him with and baby powder with corn starch to help clear it up.
