If you've had them all your life, it's probably a very common skin condition called keratosis pilaris. It happens because our skin cells don't slough off like "normal" skin. The dead cells build up around the hair follicles, causing the bumps. They're often little red bumps, and they're most common on the backs of arms and legs, but can also appear on the torso, buttocks, and even the face.
How to get rid of it? Unfortunately, there is no permanent cure. The best way to treat it is through the use of lotions that contain alpha hydroxy acid (AHA) or beta hydroxy acid (BHA). Look for ingredents like glycolic acid, lactic acid, or salicylic acid. They work by breaking down the bonds between dead skin cells so they can slough off. You have to use the lotion every day, and if you stop using it, the bumps come back. Also, AHA's and BHA's cause your skin to be more sensitive to the sun, so be sure to wear sunscreen.
I'm not real good at doing the lotion thing every day, but when I did try a lotion (Neutrogena's Skin Smoothing Body Lotion, but it's been discontinued) I saw results within a week or so. My arms were (almost) completely smooth for the first time in my life. Just tonight i bought another one to try - Eucerin Plus lotion with alpha hydroxy. I'm hoping this will do the trick. In addition to the AHA, it has urea which helps the skin retain moisture.
Check out the websites below for more information on keratosis pilaris.

How long did you have those bumps? If you had it recently go see a dermatologist, please dont pick it!
If you had it since your a child then it's genetic.
Bumps can be fron severve acne, or popping your pimples will seriously leave scars on your face.
It could be a new rash,
Does it fell irritated? If so it could be PRODUCTS YOUR USING, CAN MAKE A DIFFERENCE ON YOUR SKIN, LIKE HOT SHOWERS CAN FLAKE YOUR SKIN IN WINTER LEAVING DRY RASHY SKIN,
CHEMICALS IN PERSONAL PRODUCTS DO MAKE A DIFFERENCE, IF YOUR INTERESTED IN SKIN PRODUCTS AND SKIN CONCERNS YOU SHOULD HAVE A KNOWLEDGE OF CHEMISTRY, FOR EX* YOU WANT TO KNOW WHAT CHEMICALS TO PUT IN YOUR FACE OR BODY, BECAUSE SOME ARE GOOD AND SOME ARE BAD.

where are those tiny bumps? I think you need to have them looked at by a skin doctor.

My sister had them and you are lacking essential fatty acids.... take the pill form or start taking in a lot more fish, bananas - that sort of thing.

Try some Lubriderm or Vaseline. If their on your face, use an exfoliating scrub or get a facial. If not, see a dermatologist.
