I'd love for someone to say it to me first, if they truely meant it, and you can always tell when they do. I don't see a problem with her saying it first, actually, in a serious relationship, it is typically the woman that get's it moving like that.
As for the second bit...maybe he's worried. There a million unknowns with announcing to someone that you love them. Is she going to just smile and nod? Will she say it back? Will she flip out and run? There's all kinds of things that roam the mind when thinking about telling them. You found this out yourself. Don't think, do.

It's silly but this special word sometimes make people scared and the one saying it can believe that it may offend and/or frighten the receiver. But it is such a lovely word and when used properly can and does brighten the skies above us. I would say go for it and do not allow any inhibition to hold you back.
As for the second part of your question most guys that I know that are or have been in a serious relationship are very pleased to have this told to them. And if your gut is telling you that he has the same feelings then I wouldn't be surprised at all if he was to return this sentiment to you also. Best of luck and love.

I once read somewhere that a girl should never say "I love you" first. I think that's crap. If you feel it, then why not say it. Keep in mind that he may be a little freaked out at first, that's somewhat of a big deal to guys. Try not to get too offended if he doesn't say it back. I waited a while until I responded to my boyfriend...luckily he was patient.
He might be afraid to say it to you, not sure how you'll respond. What do you have to lose? The worst that will happen is he doesn't respond, then again he may be relieved that you said it.

actions state more than words. Three lousy words dont really mean anything, you can say them and dont mean it or even act it. Read between the lines, if his behavior and treatment of you are favorable and as you say it is a committed relationship then I think you know the answer. Guys are not good with words anyway. Go ahead say those words if you must but be careful all is a rosy as you think as it may scare him off

Tricky, but I guess I wouldn't / don't mind if girls say it first. I'm only 16 but I have been in a few relationships, including my current 1 1/2 year relationship. If I were in your position, I would talk to him about it, ask him why, he mind have attachment issues, or is just afraid. Talk to him, see what he says, and if he's comfortable with it, tell him you love him.

Maybe he hasnt said it because he isn't sure about what he trully feels or how to say it. Also it might be because he isn't trying to rush into things. I think you should wait until he says it but do what your heart tells you to do.

Its not an easy thing for guys to say, even if he does love u as you say. just say it to him when u guys are havin a close moment, but not during sex, cause if its during sex then u cant be sure he means it if he says it back.
