how come you keep asking this question, under different names.

Your question based on a Buddist's theory; but you didn't understand it all before you asked (if you did, you wouldn't have asked this!).
The theory says: the soul will come back to life in another body. But it also says: the human body and mind is the highest level of soul and form all creatures long for; so after some circles of life, they'll finally reach it.
About the human soul: if a human soul reach the state of "fullfilment" something (i dont remember the word) then it doesnt have to go into the circle again, and just enter the "land of happiness" (another version of "heaven").
Unluckily, more other creatures get the levels of human than human gets the level of nothingness. So you see the population just simply gets up and up!
That's the theory.
But for me: I am not a buddist and don't really believe in these. Just think it's interesting.

Unlike Know_Im_Knot, I am a Buddhist. In Buddhism people do not have souls, do not have minds or souls which are reborn but have Karma which is passed on to the next generation. When a creature dies its Karma is passed on to the next generation and by achieving enlightenment one does not pass on any Karma to the next generation. Karma is not species specific and people did not have past lives so the number of people or animals in the world is irrelevant.
If you are asking the same question repeatedly it means you have not found an answer you can accept. Keep searching until you do.

It's the only thing that makes sense to me. Why are little innocent babies suffering & dying in places like Iraq if they didn't deserve it from something they did in a past life? Also, I have had recurring dreams about people I've never met & places I've never been. I feel familiar with places I visit for the first time. There must be a reason for all of this.

Because Their are millions of planetary systems and upper middle and lower in each system (hell, heaven and earth 14 systems in each Galaxy. Also their are souls going to the original abode who never come back here again and their are new ones coming all the time. their are 8,400,000 different species of life including aquatics, birds, beasts, bugs, microbes. There aren't more ppeople now than have died...people have been dying for thousands of years. Many more have died than the current world population

The universe was not created with X amount of souls. Brand new souls come into existance all the time.

Who says a soul can occupy only one body at a time?

If the soul is infinite, why couldn't it be present in two places at the same time?
