It means that the law must be well established and strong, yet it must be flexible and able to change and adapt to changing times and beliefs.

LAW must be stable means that it should be well in forced but Channels for its improvement must be available for its better execution.

It means in my view that law must be consistent at all times, yet not stay the same. Be willing to change and not compromise its values. As our culture changes ours laws must adapt, but they must still have the same moral background as what we started with.

100 years ago there were no laws regulating the Internet, automobiles, and asbestos. The law was stable back then but it had to keep up with the latest of everything.

in my opinion it means, the law has to have some kind of structure like a fence, yet there is always a way that people bypass it; there are always loopholes in the fence. Therefore it's important that the law is firm at the right times. i hope that helps! = ]
