my comp got messed up and put in a new hard drive.. but wen it starts it goes starting windows.. then askes for the 'command interpretator' to be typed in but i dont know wut it is..

did you format the drive and copy the system files to it? Boot it from a boot floppy and type from the a:> sys c: (enter) .
This will transfer the system files to the hard drive.
This is only for a DOS prompt so you can install windows or another operating system.

Did you select or make a partition active from fdisk?
There are other possibilities but try these, and you will have to reinstall windows.

That is not even close to being normal; reinstall Windows, hard drive positions got shuffled around so Windows is assuming you are an engineer and asks for recovery steps; it'll be easier to reinstall than to recover the installation..
