Cherry Eye. Take your dog to the vet and ask them what they can do for you. A lot of times they have to take your dog to surgery to get it removed.

It's called cherry eye (third eyelid eversion). Our beagle had it and if it is left untreated, it can spread to the other eye as well. It isn't painful to the dog, but does require surgery for removal.
