Skin conditions are often signs of worms and other parasites. My vet didn't like to give the rabies shots and start Heartgard before 5 months so if you havent started that yet, I would ask the vet to run a test to make sure he hasnt gotten an internal parasite.

it could be an allergic reaction to something around your house. my sister's dog (not a cocker spaniel) had the same symptoms as a result of her using a Swifter Duster on her hardwood floors. turns out a chemical in the spray is not so good for the doggies skin. hard to tell what it is. could me so many different things

try keeping the fur trimmed very close in that area.. cockers are known for their skin allergies.. oatmeal shampoo helps with some of it.. check with the vet they may have something else that will work good luck
