If this is a young bird and you just got him...Then here's the deal.
1. Make sure your hands are around the bird alot. Try petting your bird alot also once he/she is comfortable with you.
2. Slowly push against your birds lower stomach with your finger/hand. Your bird is eventually not going to have anywhere else but forward onto your hand.
3. Repeat doing this daily (5-10 times a day).
4. You're bird will eventually know what's about to happen, so he/she will walk right on to your hand.

You don't say what kind of bird you have, or whether it was hand-raised or not. With the three birds we've owned we trained them the same way.
At mealtime, I'd open their cage and put my arm inside. At first they freak, but they get used to your arm being there. Next, place a toy or treat outside of the cage where they can see it, leaving your arm in the cage. They will eventually walk down your arm to get out.
Once they are on top of their cage and I want them to perch on my finger, I use the technique someone else mentioned. I take my index finger, point it so that it forms a tree branch, of sorts, and touch the bird in his mid-section while I speak "step up". He will back up until he has no where else to go and eventually will grasp what you want him to do. Once he does this on command, you've trained your bird!

you must train a bird by rewarding them. Kinda like a dog. Food or snacks is the key. and some birds train easily while others such as kameke are very hard to train!

First thing to do is clip your birds feathers.

Second put him on your finger (he might try to fly just pick him up and try again) and with your other finger smooth down his chest toward his feet and he should step up.
Then he should just sit on your hand. No problems
