You can apply for citizenship after 5 years as a permanent resident, or after 3 years if you obtained your green card through marriage to a us citizen and you are still married and living to the same us citizen.
The fee for citizenship application (N400) is currently $330.00 and you also have to pay a fee of $70.00 for fingerprints.

I just read up on this and it say if you are married to a US citizen and have been living with him/her for at least 3yrs it is $199 and you can complete the n-400 application online.
