In Revelation 12: 9 you can read about the casting out of Lucifer, or Satan, with his angels--one-third of Heaven's hosts that agreed and followed him.
This incident happened after Lucifer, while in the pre-existence, proposed to God the Father that he'd take on the Savior's mission and forcefully bring all mankind back to Him. That was in violation of God's free gift of agency to mankind, but more important, it was Lucifer's attempt to usurp the throne of God and reign in His stead. For this rebellion, and with all those that agreed with Lucifer, the Father cast out Lucifer and his followers.
Lucifer and his minions that followed him then will never gain a mortal body--such is part of his damned nature.

Satans and Followers. Those that preferred to listen to him instead of understanding that God plans things for the long run ultimate good of all, instead of short term satisfaction, and ultimate destruction, which is what is going on with humanity that doesnt listen.
