In my experience the first heat will hit sometime after 8 months old. After that the average is every 8 months but that is not a rule. The Shih-Tzu's that I breed come into heat every 6 months like clockwork (except for one that is every 12 months). When counting to the next heat, you must include any pregnancy and nursing time. They are not like people where you would consider starting the count after those events.
Also, with some dogs it may be very difficult to tell when she is in heat. Some are obvious and bleed like humans but others are completely symptom free. With those dogs I either let my male dog tell me or watch the size of her sex, it will swell, sometimes doubling in size, during a heat.
Keep in mind, like humans, dogs are individuals and some may not have "normal" cycles.
If you do not intend to breed, please consider getting her spayed at 6 months. If spayed before her first heat it will actually make certain diseases and cancers unlikely.
If you do not spay but don't want her pregnant then you need to watch her like a hawk. I've had neighbor's dogs tunnel under our fences and even climb them. A female in heat makes them much more resourceful than normal.

my little darling goes into heat about every six months little dogs need to be watched carefully after the first heat because they do not bleed as much and sometimes it can go unnoticed my vet told me to keep my little female away from male dogs for three weeks from the first notice of bleeding she is very cuddlier and wants attention 24/7 but this too shall pass

Usually around 5-6 months. It is advisable to get them spayed before they go in heat. It will dramaticly, almost eliminate, the risk of mammary cancer, eliminate reproductive cancers and a very serious often fatal uterine infection, pyometria.

Usually 6 mo to a year, but there are always exceptions to any rule. I had a female come in at 4 1/2 mo and another who didn't come in until 20 mo. I have a 16 mo old now that hasn't come in yet. And you shouldn't breed one until they are at least 18 mo old.
