Like any historical document you have to read it with a grain of salt. Now the majority of the people killed by these camps were people that first did not conform to Hitlers "superior race theory" second he hated his dad who was a Jew, making Hitler a Jew (yes he attended Jewish teachings) little known fact left out, and do not count out his personal doctor was Jewish. Now did Nazi's want to kill Jews, Yes and no... it was a selective thing, if you were an asset, you were kept alive, if you were a burden you were sent off to the camps. There are a few documents out there that will never see the light of day that state that less than half that went into the gas chambers were Jewish, most were the poor, Gypsies, people with handy caps, black hair, black eyes etc... that did not meet the, tall, blond, blue eyed super race that Hitler was trying to make.

A common misconception is that the Jews (and others) were kept behind walls so that most people didnt' know what was going on and that who were killed were gased or shot. The reality is that many, if not most, were simply worked to death. Many of the big camps, like Dachu, had satellite camps where people were sent to work and feed almost nothing. From these satelite camps they went out to do mining, road work, etc. The populace could see the sad shape many of those prisoners were in every day. Many died at Dachu but none by the gas chamber (there was a chamber but is was not used).
I'm not sure if that answers your questions because in the case of working someone to death it was mostly a passive activity. However I think that at least makes them complicit.

To understand that, you'd have to understand the politics of the time... Basically there was a ton of anti-semitism and rage against the Jewish people living Europe... Hitler exploited that to gain power (sa well as comig up with plenty of other lies to rally support). That being said, because of the emotions he stirred up to gain support, I wouldn't doubt that at least some of the SS soldiers did want to kill the Jews that they were ordered to.
But it wouldn't be fair (not like the murderers deserve fair treatment) to say they all wanted to. Some were doing it as ordered. But you have to take responsibility for your actions, even if they didn't want to, they still did it, which makes them as bad as the soldiers who did it because they had that desire to.
