It is brewed, much in the same way as beer, but not fermented.

A little. It develops carbonation in the bottle, like beer. But it shouldn't be fermented. Last time I brewed home made root beer I used the wrong kind of yeast (or too much) and it did develop a low alcohol content, blew off some of the bottle tops, and generally tasted terrible. The kids thought it was hilarious. My home brewed beer, on the other hand, has almost always been perfect.

I love these people who say "no it doesn't" when they don't have a clue.
Root beer was once considered a type of beer about the same time people lived in castles and fought with swords. It was "brewed" as a mixture literally containing roots (such as liquorice) and various spices (recipes varied regionally). The brewing process gave it some natural carbonation. It was generally non-alcoholic and served sweetened.
Some people still brew root beer according to these ancient recipes, and if you ever get a chance to try it, do so because it's a real eye-opener!

During prohibition (when the government illegalized alcohol), companies made root beer instead of beer. I learned that from Mr Gibbons.

no! root beer has nothing to do with beer. of course when root beer was first inroduced it had 2% alchohol in it. it was also produced as a medicine to sore throat. the closest thing to be beer is that is brewed like beer.

No, it does not. Much as Ginger Ale has nothing to do with traditional ales.
