Like if a dog has a human name like Kelly or something?? No why would people feel insulted by that.

Are you trying to say you would like to know if I would be insulted if I met a dog named "Georgia?" And that you would not be insulted if a dog you knew was named "Candy."
I've never met a dog named "Georgia," but it wouldn't bother me if I did. And If one of my brothers or neighbors or friends named his or her dog "Georgia," I'd take it as a compliment. Unless they mistreated the dog, then I'd be very angry as well as insulted.
