Based on a summary of what you wrote, no, I don't think you'd like it in Portland. Except for 2 months of the year, it is gray, and wet. That's why there are so many trees. The weather is usually 60-50. You will wear a (damp) jacket most of the time. Living isn't TOO expensive, but the job market is terrible, even for those with degrees. Portland is very left-wing, so you will see a lot of welfare programs in action - there are a lot of homeless people in downtown Portland.

Realistically, 12 to 17 hours, depending on your pace. But, this time of year the pass between CA and OR can close down, so it could take longer.

if you take the coast route.... too long!!! but on I-5... I do it in 13 hours from LA.... depending on weather factors too.. watch for the speed traps between 5-580 split and almost to Sacramento...
