No. The bar mitzvah marks the time when the boy can now read from the Torah, must become shomer negiah (can't touch females he's not related to, even handshakes) be counted in a minyan, and must sit on the correct side of the mechitzah...he is also now subject to the laws only applicable to men...which actually includes staying away from women, not laying with them.
