Could it be the source signal that isn't full screen?

Many HDTV programs are just standard definition (4:3) with side bars embedded in them. In that case, it may be nothing you can do to go to full screen.

Many Widescreen DVDs will have top/botton bars because they are made in aspect ratios different than 16:9. Again, you may not be able to fully remove those.

If you use a set-top box (Like Dish) check its settings as well. You can change the aspect from the Dish remote, but not from the TV.
