Listen girl, I am in a very happy relationship right now with the same guy for close to 27 months now. He sent me a text message within hours after our first date and called me the next day. But before that, I feel ya totally and it is just different with every guy. I probably went out on 200 dates before finding the right guy for me. Sometimes they'd give you the "I'll call ya" line and call the next day, or "3 days" later. And sometimes you just never hear from them again. It's a coin toss.
It's likely, and this is just from my experience, that if you are getting intuition that he's not going to call, then listen to it and move on. ***Do not call him though***. He said he would and so if he does or doesn't, this says A LOT about his character. Don't worry about it. Just go on with your life as if he's not going to and be happy if he does.
I am the most positive thinker in the world, but a lot of guys say that just to avoid an awkward moment and if that is true, no matter how good of a time you had, I just wouldn't bother going down a road with someone who said they'd call and didn't.
So, yes, he is saying don't call him. Let him call you. But don't wait around for it.

you're reading into the wrong part.
"i'll call you" can mean "i want to see you again", or "i'll call you...when the world ends and all the other women die...maybe".
but the fact that he kissed you AFTER saying goodbye points toward "i want to see you again". I don't know why girls are so hung up on waiting for the guy to call; if you do make the call, i'm sure he'll be more than happy to talk to you.

Umm possibly he's slightly frightened of calling possibly thinking that if he calls he will must be commited right into a protracted term relationship. possibly you ought to attempt waiting for 5 days or a week after which you ought to attempt giving up wish. If he calls after that then he calls.

go on about your regular life. don't wait by the phone, but if he hasn't called in a week, call him but be casual about it, like "hey, what's up? are you free sat night?" not ", gosh, why didn't you call me? " sometimes a kiss means something and sometimes it really doesn't. if he calls you, it meant something. if he doesn't call you, it could go either way - his reaction on the phone when you call him should answer that.

They all say that, they don't all call. Carry on as if he wasn't that important and I hope he calls. If he doesn't, he probably hasn't lost his phone or been rushed to hospital, he's just not that into you, and you don't want to date anyone who's not that into you, do you? Hope he calls soon!

wait for him to call. if you call you'll seem desperate and he'll get creeped out. then, you won't have the upper hand.
