i used paint shop pro 11 and 10 for a long time when i was just getting into photo editing and they worked great. Your can even get a free trial version at there website. But I recently have gotten really interested with photo shop. It is a lot less beginner friendly yet lets you have more options and control over your image. You can also get this trial on the internet. Or you can do what i did and download the photo shop CS3 trial go into the program file folder got to AMT and rename the application file to application.XIX now you have no expiration.

Adobe Photoshop is the industries standard and probably one of the best. Paint Shop Pro is good too, but focuses more on creation than on editing.
If you want something cheaper and less complex, get Photoshop Elements.

If you are looking for a free, professional editing images doftware your answer is GIMP http://www.gimp.org/. It is great and have all the options of other software as Photoshop http://www.adobe.com/products/photoshop/ without the costly price

Image Forge is not the most fully featured of such programs - but it is extremely user friendly and excellent for simple stuff and for beginners. Not too expensive either.
