The government are mainly to blame for the decline in our police force. Because of political interference the police are no longer in control. Therefore, the people who know about policing i.e. the police are told what to do by the pathetic idiots in government who have no idea. Now they also have to deal with this PC crap. The police are acting out there role trying to please everyone at the same time. When I was in the police, in the West End of London, we did what the job required using common sense to deal with each individual situation. We had the respect and goodwill of the general public, the police don't have that anymore. There moral is low and sickness is rife. When there was a situation to deal with we would be there in minutes. Now they take hours or even days to attend. They are losing the battle and that is not the fault of the officers on the streets, it's the fault of senior officers who are yes men to the government. We were proud to be police officers, it was a vocation rather than just a job. In fact it was called "The Job" but I don't think it is like that now. I still know some police officers. The older ones can't wait to leave because it has changed for the worse so much. The younger ones think this is normal and do not know how it used to be. There is not the discipline or pride anymore.

That all depends on the department. My department is controlled directly by our Sheriff and the command staff. The department is; however, indirectly controlled by the people since the Sheriff is an elected official. The budget is also controlled by both the city and the county since my department is a Metropolitan Police department. Other police departments may be controlled by the Mayor or the City Council. Ultimately all police departments in a democratic society are indirectly controlled by elected officials. Hope this helps.

I think the official definition goes something like: "A Police Constable is a citizen, locally appointed, having authority under the Crown, for the protection of life and property....etc"
So..in theory it is the Crown (or H.M the Queen) but in reality like her speech on Xmas day, the government writes the statutes (or laws) Who controls the government at the moment Tony B.LIAR ..So there is your answer..

The government. The same Labour Government who over the years have been promising to be tough on crime but who have imposed impossible quotas for police to fulfil. They are increasing the number of reported crimed by making changes to the counting rules and then expect detection rates to increase but are decreasing officers on the streets by replacing those who retire or leave with pcso's. The Home Office have allowed themselves to get to embroiled in policing and now we are not allowed to be tough on anything or anyone. I am a serving police officer and recently was the victim of my house being burgled. I have to be so nice to the person who did it. My 6'4" friend who is currently serving a prison term for assault doesn't though. Tackle crime the Tony Blair way or the peoples way...You choose !

Th police force of any city falls under the control of the Mayor. But who controls the police force (really?) may depend on where you live. Ever heard of NYC, LA, New Orleans, Washington. DC and the list goes on and on.
Sadly, a few bad cops make it really bad for the many who really do a good job and do put their lives on the line.

State law governs how all police department are to perform. A sheriff or police chief is simply an administrator who set department policy in accordance with these laws. State laws will govern how long each police officer must spend in a training academy, and the curriculum to be taught. State and federal laws will determine just how each officer is to do his job.
Doughnuts? Thats just a perk.

Usually, the police chief or sheriff (depending on the municipality).
Sometimes, the Mayor has direct control (not very common though).
