Well, of course, you can do as the first two have suggested, and repaint with a semi-gloss or gloss paint. oR, you can use a latex urethane, which is clear, and comes in satin, semi-gloss or gloss finish. This is the product I use when I've given walls a faux finish of some sort and then want to give them an additional protective coat. Since it's latex/water-based, it's very easy to apply.
Most paint companies sell a similar product: what I have now is Valspar's Water-based Urethane Varnish. The "Gloss" version of this product is VeRY glossy - as in, super shiney. Hope this helps!
"Glaze", or glazing liquid, as another has suggested, is not a glossy finish, but matte.

usually paints for concrete and walls are water-based. that would include latex paints. you could normally put the white latex on top of the existing paint except, if tere are cracks, that means that you have to resolve the situation first with the current paint or anything you put on top will also have problems i.e. cracks. try to sand the cracked paint first or even strip it if you like. just make sure you have a nice even surface before you paint or all your efforts might be put to waste.

get a can of water based clear varnish in the gloss you want (semi or high) I recommend semi gloss.
It is compatible with latex paint and makes a tough washable finish over any color you want the easy, water based way. Much easier than enamel color paint application.

There are pint and gallon cans of glaze in your local hardware store. I get mine at Home Depot in the Behr Faux Paint section.
