Ok - so I agree with you - it is slimy and gross. Do this - Spend $2 at wal-mart and buy another one - when you get home hang it in the shower, BUT cut off the bottom. Leave about 3 inches of overhang and cut the rest off. When you shower, all that water stays around the bottom of the curtain and it never dries all the way - thus creating the mildew. Cut the bottom off, and make sure that every time you shower, close the curtain. The water will run down and completely off the shower curtain and it won't mildew.

The non-plastic liners I've seen are generally cotton, hemp, or polyester. Besides the stores already mentioned, you could also look online, like on Amazon or on websites that sell natural goods, such as healthgoods.com.

Yep - like everyone else has said, they can be found most everywhere. I got mine at WalMart; it's fabric [which is superior to plastic anyday!], made of polyester and lightweight, cost $10, and I'm quite satisfied w/it.
