Basically, staying quiet or not saying anything (To sin by silence) instead of standing up for what you believe in (When they should protest) therefore states that people are fearful or gutless (makes cowards of men). I believe that he is stating that if he remained silent about his beliefs, like slavery, then that would mean that he is a coward and since he is a leader and therefore a representation of men that will cause them to be cowards also. Lincoln is no coward and because he did not remain silent he changed the world into a much better place.

All the above are good explanations... there's others that say the same thing.. Plato said Your silence is complicity.... that's what's going on in America right now.. the left doesn't want to admit their people are dirty.. So are the GOP, but we're firing them and firing anyone we can on the right.. and Sending up TRUMP as our middle finger to GLOBALISM and ISLAMIZATION of America and Europe. I think it means that you should speak up, instead of remaining silent when you see something bad going down. You should always try to right a wrong that you see happening and not just remain silent and do nothing. That's what I got out of the quote.

It means to speak up when you know it's the right thing to do or you are a coward.

I think it's along the same lines of, "all it takes for evil to triumph is for good men to do nothing". To sit back and watch a wrong be done and do nothing about it is a sin.
