Have a nice quiet evening. Get some chocs n a cheap bottle of wine. put some romantic music on in the back ground. Then share a lovely bubble bath. Spend lots of time just washing each other down n relaxing.
Just enjoy being together. You dont need money for a slap up meal n champagne to be happy your together.

You could take a walk if it's nice out. Are there any state parks, or woods nearby? Or if you live in an urban area, you could go to a park or garden. Or go play on the swings at a near by elementary school. It sounds silly, but it can be fun to act like kids once in a while.
Play a board game, or make up your own (like ask him three questions about yourself, such as "what's my favorite movie?" and then switch. See how well you know each other. Or things like, if you were stuck on a desert island...). You could put twists on it, such as strip monopoly, or drinking checkers, or something.
Or you could dress up, put on a romantic CD, and eat by candle light. (It doesn't matter if the meal is ramen noodles, the atmousphere is what will make it special) You could even have your own private dance afterwards.
Plus, the idea of borrowing a movie from a friend was a good one.
The main point, is that there are a lot of thing to do that don't cost money, you just have to be creative.

How about a romantic indoor picnic on the carpet lit by a single candle. Someone did it for me once on valentines day about 4 yrs ago and I was blown away. It doesn't sound much but it was romantic, beautiful and so thoughtful I will never ever forget it. Then how about a candle lit bubble bath followed by..... It's quiet intimate and wont really cost you.

My god - so many people would envy you having each other. You could try something different like sticking a hundred ideas into a jam jar on little bits of paper and taking one out at a time and doing what it says...

you could make something for each other....a card.....made from cut outs from the paper....and a little drawing of each other as a pressie...it may not be very good(sorry if you are an artist) the meaning....will last for ever as it was done out of love not cash...
