if we are talking feral pigeons i.e. town centres then all year round. they can have 6 broods a year of two young so thats twelve babies a year. most wild pigeons(countryside/wood) manage two or three broods of two young. and your pet/racing pigeons again have around two broods of two young. feral pigeons are also known as flying rats due to their speed of reproduction and their ability to spread disease.
hope this helps.

pigeons normally breed once a year

normally they lay two eggs. The eggs are incubated by both parents for about 18 days.

The nestling has pale yellow down and a flesh-coloured bill with a dark band. It is tended and fed on "crop milk" like other doves. The fledging period is 30 days.

Feral can bring two broods per year depending on the weather but generally only one. Fanciers will only allow one per year to maintain the health of the loft and encourage the fliers home.
