This is a sample of a text in Serbian/Croatian/Bosnian and has been written by a person which is NOT a native speaker of the language. It is pretty senseless to all the others except to the person it was written to for it has something to do with what's on the pic!
Literally translated the text says:
I LOVE TO YOU (obviously a mistake in the accusative case) BLITZ (where Blitzu might be name of the daily newspaper or - most likely - of a dog)......
PLEASE.....(obviously again here it means something like SO WHAT or WELL)
The phrase is ecliptic and more context is needed, but certainly not to a person which got the message or a pic!

As has been said, I think it was not written by a native speaker, perhaps trying to write to someone that is, in their own language. I think there are several common misspelling, which makes the message harder to understand. It may have been meant to say:
Volim te, Blizu ja sam
which means "I love you, I am near." I am not sure where the word 'molim,' which generally means "please or I pray thee,' would fit into this reading though.

The language appears to be Croatian/Serbian.
I don't really know that much Serbian yet, but I think the previous answer is made-up.
