We are in North Carolina. We would like a location where English is spoken. We don't care for the beach. Looking for a great value. Thank you.

Several areas of Italy have English speaking people. They aren't fluent, some have broken English, but you would be surprised at how many you can communicate with That would be my first choice.

How about spending your hard earned money in the 'GOOD 'ol US of A . We have gorgeous vistas in the north west , and loads of fun stuff to do in Florida . Whatever you could possibly want is right here .
Now, if you're looking for culture , medieval castles etc. then take a trip down the Rhine .Visit Switzerland or ski in the Dolomite's . I have done most of it, but I still think there is nothing like Jenny lake in the Tetons .
Grab your camera and open your eyes. It's a beautiful world out there . LOL

Since you are looking for a great value, you should probably stay in the US or Canada. Air fare could ruin your budget otherwise.
Although French is the primary language, you might really enjoy Quebec City, in the Canadian Province of Quebec. Almost everyone is also fluent in English. It's one of the most "old-world" cities in Canada and the US.

Malaysia. English is spoken widely. And its currently Visit Malaysia Year 2007. Good value for that!

If speaking the same language is a criteria, why even go? Pretty closed minded. Ireland or UK, but you probably will find it expensive for someone who only has US$.
If you don't mind a long flight - South Africa or Australia. Philippines is great, but mostly sea and beaches.
India is cool too.

New Zealand, but the plane fare won't be cheap. Belize is just south of Mexico and used to be an English colony so they speak English there as well.

why not Canada? Check the Rockies, Banff and Louise lake
Then travel to British Columbia where the scene is beautiful
