Of course you can, whoever says they are specially formatted for movies is not educated in this subject. They are a blank media, just like a CD, just like a hard drive, just like a flash drive, etc. The only differences between them is the capacity size (How much data they hold)
I make all my backups on DVD now (yes all data files). I backup all my games (actually I can fit quite a few games on the DVD, and yes I can copy them from the DVD to the hard drive at anytime.
I do want to point out the copy protection deal on most games. Not all have them, not sure about Sim City 4. But if you burn it, it may not play. You'll know for sure if it says "Please insert your Sim City 4 CD". If it says that when you put your burned copy in, then that means it had some form of copy protection and wont work, and you wasted your DVD.

No because you cant have a dvd-r cd you either got a dvd or a cd just because they look the same doesn't mean they are the same.

No, DVD is a different format for movies only.
Use a regular CD and format it as data.

You can backup your game disc onto your hard drive as an ISO file , then mount the iso file as onto a virtual drive using deamon tools. When you run the game it thinks that you've got the disc in the drive and will start up. This works for most games but not all.
Don't forget, copying games is naughty!
