I live in Australia but would like to buy my friend a gift certificate for some Aussie wine (or whatever wine she likes)
She lives in San Diego.
Does anyone out there know of any online services where I can arrange such a thing. She lives near University of San Diego

Trader Joes is all over California. They have the best selection and the best prices. They are on line. Just send a money order in a cute card giving her the store location which you can get online.
A great wine is Two Buck Chuck (Charles Shaw). You could get her a case for about $26 inc tax.

this is a fantastic wine store (great selection/prices) near ur friend's area in san diego. nothing about delivery on their website, but u might call them and see if they can help with the gift certificate. ALSO... tell them to throw in some of their "no corkage flyers" which are good at many of the finest restaurants in the area (including Pacifica in del mar!).

You might try Wine Country Gift baskets.com. I ordered some stuff from there for Christmas presents. They have a large selection of gift baskets. Some have wine and some don't.
