I have read that the weeping fig is poisonous but our neighbors have one and it continuously drops the little round balls that look like garbonzo beans. I have tried to stop my dog now 6 months from eating them. Even with all my sweeping them and keeping her away from them, she probably eats around 10 a day! Does anyone know what the effects would be? She is a healthy dog and this has been going on for 4 months!

I would trim the tree back at your fence line. You have the right to keep toxins off your property.

Here is from the horticultural site>
Poisonous Part
Plant sap from all parts.
Symptoms
Itching of eyes, cough, and wheezing following frequent contact. Skin irritation with itching, redness and stinging following contact and exposure to sunlight.
Toxic Principle
Furocoumarins, psoralens, ficin.
Severity
SKIN IRRITATION MINOR, OR LASTING ONLY FOR A FEW MINUTES.

If your dog has been eating it and nothing has happened, don't worry about it.
I would ask the neighbor to trim the tree back or do it yourself.

call the vet, first the breeds are differnt with certain planet and your dog can get use to them, but not over them, it's like an allergy, they can tollerate, but too much still can do harm even some.
