Give him a fish oil capsule every day (halibut oil, cod liver oil, etc). That will improve his skin and coat, you should see a difference within three weeks.
I give my dogs fish oil throughout the winter, they have smooth glossy coats and no dry skin or itching problems.
Central heating is another reason for dry skin, and also bathing too often will strip the natural oils from the skin.

I was told by the vet to buy the least expensive capsule of omega 3 fish oil, puncture the gelatin capsule and squeeze the oil into the food. I would not buy a huge quantity until you're certain your pet won't toss their nose at it.
Did it when I had a dog and he's in dog heaven from old age, and now my old cat has a less dry and shiny healthy coat.
Fish oil capsules aren't the worse things for us humans to take either.

Look for shampoos & conditioners with dry skin formulas. A lot of people neglect to use conditioner, so make sure you get some - it really helps. Anything with oatmeal in it is good for dry skin.

Look for doggy shampoos that are made for dry skin. Petsmart usually has a few to choose from. I've even seen it at Walmart. Stuff with oatmeal in the name, that sort of thing.

I have a min pin who has the same problem really dry skin.. I got her this stuff called mircle coat, It has tea tree oil in it.. it works wonderfully . It soothes cuts , scratches and skin irritation due to fleas and ticks and dermatitis .also relieves itching due to dry skin.. Hope this helps.

Go to a health food store a get some Flax Seed Oil & mix a Tbsp into it's food. Works great. Yogurt &/or Cottage cheese are also helpful & either should be included in it's daily diet.
