I have used Rustoleum paint on a number of cages over the years and it never affected any of my birds. Just be sure it states safe for children's furniture on the can.

Wow, good question. My cage is a little rough looking too. There ought to be one, maybe one that is sold for children's toys and items would be the least toxic. I'd read the can carefully (well, obviously). Krylon and Rustoleum HAVE introduced some new varieties of spray paint, I recently discovered. A hardware store guy wouldn't be much help, but maybe you could look at your cage for the manufacturer and see if they have a website, and a contact spot. Perhaps they sell a paint or have a recommendation. There are also some great bird groups and sites online, of course. Maybe someone there has the solution.
If nothing pans out I guess I'd try the non-toxic paint for kid's things. Cages are pricey, ya gotta try something! Good luck.
The powder-coat solution might be a good one, but powder-coating was REALLY pricey, the last time I checked. My item was bigger, though.

Have the old paint sandblasted off and leave the metal bare. Rust will not be a problem if the cage is kept inside. I never trust paint around my 'tiels.

No. Most of them contain zincs that can kill your bird.
What we did was go to a die shop and have them powder coat it. Call your pet store, they may know of a place that can do it for you inexpensively.
