even with 40vol with a packet of quick blue it doesnt bleach that much on my hair with leaving it in for an hour? is that unusual?

simply bleaching it once more may get the orange out, but just to be safe, try to find a tonal lightener that tones and lightens in one step. try "salon care prism lites dust free tonal hair lightener" in blue or violet to minimize the orange. they have packets or 1 pound tubs at sally beauty supply.

may need to bleach it a couple of times, then dye with a light blond color, would be probably be easier on your hair to just go to a salon sometimes it doesn't cost as much at you think

I wouldnt use 40vol, unless you can apply it very fast, i would use 30vol max. Go get a toner w/ a violet base.
