Vets are professionals who spend more years in schools and training than human doctors do; you're never going to get their services for "free". (This is not to say that some vets won't help with services on a case-by-case basis; especially if it's an emergency situation.)

However, many vets host once-a-month "clinics" during which they provide basic services - like vaccinations and spay/neuter surgeries -- at a reduced cost.

If you get your services (like shots) from a Vet Tech instead of a Veterinarian, the costs are also a bit cheaper.

You may want to try your local yellow or white pages for Animal Shelters or your local Anti-Cruelty and Humane Society. They usually have specials and discounts on shots, examinations, dental, etc for your pet. I'm not sure if your pet had to be adopted from those particular agencies or not. They may charge you but at least it won't be as much as your local vet. Another option would be to check your city or town's website. They usually have a service for people with pets who can't afford the astronomical costs of vet visits.

I don't know of any free, but there is now a program out that is kind of like pet insurance. It's a credit card you apply for and you get discounts on pet care. I can't remember the exact name, but if you contact a vet office, they should know.
