basically I want to write video files to a blank dvd or cd, and watch them on my t.v.

Netgear, Buffalo, Pinnacle, Linksys and others already sell Digital media receivers or digital media adapters. You connect them to your home network (wired or wireless) and next to your TV and you can stream digital media files from your PC to your TV.
An Xbox can do the same as well.
HP already sells a MediaSmart TV that has integrated a digital media receiver.

Kiss in Europe, I think has a DVD player that supports WMVs.

This might not be right on target, but check out the iTV from Apple. I understand that will allow you to send wireless video content to your TV from a computer. That would eliminate the need for the other player...you would just play them on a computer or laptop.
