I have heard of "curb your dog" but never "Do not curb your dog".
Does that make sense?

Curbing your dog means making it go potty by the curb as opposed to the middle of the sidewalk! (to lead (a dog) to a suitable place (as a gutter) for defecation)

It can also be used as "to check or control with or as if with a curb "

Yes, some places do not want the dog crapping in certain areas---that's what it means--"do not let your dog sh!t here".

it makes sense once you read it that way.
