Its British Slang. It gets the message across that you want someone to go away, but it doesn't contain an actual swear-word. You can use it in fairly polite situations where 'F*ck Off' would be too offensive and where you're either serious about wanting someone to go away or half-joking and don't want to make a permanent enemy. The word 'bog' doesn't really mean anyhting here. Its just a filler word. We do use 'bog' to mean toilet in other situations. One of a group of male friends in a bar might say 'Just a minute, I need to go to the bog' (like 'to the can' in the US).

not a very pleasant way of saying "go away"!!
eg."just bog off ,will you!"
to be avoided in polite company!!
