Pet sitting! Charge $20 a week to come once a day and walk the dog, feed him, clean up his poop, and spend a little time playing with the poochie. Guilty pet-owners like me who work all day would LOVE to have someone reliable come let their dog out during the day. Most professional pet-sitters and doggie daycare places charge $15-$20 per *day*, so you'll be the most affordable option in town. Good luck!

City or country?
If city, Babysitting comes to mind. You could let parents friends know you are available for early evenings, week nights, weekends later. Make sure you know the eople you are babysitting for though.
Country? My Dad bought me 100 chickens when I was 12, built me a chicken house. I sold eggs for a dollar a dozen. Bought the chicken feed and mash, oyster shell shell out of my profit. I spread hay on the floor of the chicken house. And I paid someone five dollars to hoe the old straw out each month.
Since you like animals, you could offer to bathe dogs.
And do not give up on making purses, many a designer has started making clothes before their teens.

If you like kids, you can babysit, or you can offer to take care of a neighbor's pet.
