If a police officer is struggling to restrain someone, and another policeman tazers the offender, does the first police officer also get a shock if he`s touching the offender?

The electric in a Tazer travels between the two barbs. The only way someone touching them could possible get a jolt would be if it were AC, like a power line, where the electric goes in through just one wire, and out to ground. Then, some of the electric current gets deflected through the next person in line. A stun gun is the same way as a Tazer. It only affects the one person it touches, and nobody else.

Now, if the shooting officer's aim were so sloppy that one barb hit the perp and one hit the other cop, then yes, both would get the charge! But the two would have to be awfully close in a struggle for that to happen, since the two barbs are pretty close together.

Yes the current will go through the person's body to the officers. I have seen it before. It is not a full shock but it does wake you up a little bit.

It can happen. While wrestling with the target a fellow officer can touch the taser wires and 'get tazed'. Tasers can also be used to 'drive stun' someone instead of shooting from range. I can tell you from personal experience that if someone drive stuns a target while your touching them, then yes, you do get to ride the lightning with them.
