Weapons of Mass Destruction includes many items besides Nuclear, Radiological, Chemical or Biological weapons. For example ANFO - Ammonium Nitrate and Fuel Oil is a fairly easy explosive to obtain to large amounts. Or better yet, hijacking a tanker truck full of Anhydrous Ammonia (common in the Midwest U.S.), and ramming it into a crowded sports arena. These are examples of easy to obtain WMD that anyone can inflict.

Very easy, so long as there is a market (black market) for vested buyers who have the means and finances to purchace weapons - then there will be a sale.
