Under Canadian Immigration Law (according to its website); Immigration to Canada is made possible through three possible ways: Business Class. Skilled Worker Class or Family Class.

I heard from a very trustworthy friend of mine that 2 years of full-time study would enable International Student to apply for Canadian permanent resident? Is this true?

Ask this question at the Canadian Embassy in your country. That way, you will get the exact answer and not a lot of "maybe" and "i think so."

Not eligible. You must apply at the first border crossing/entry point to a "safe" country from a place where you are in imminent danger. Since you already have a visa, passport, are apparently free to travel, and are residing temporarily in a safe country, you missed the "first safe border crossing" requirement. You are not eligible for asylum anywhere.

Your friend is wrong. According to CIC, "Applicants must have lived continuously in Canada as permit holders for a minimum of three to five years."
