Chewable vitamins can be given at around 2 or 3 yrs. of age. However, chewable vitamins can cause choking and even over-doses of certain things in the body such as iron (which can be fatal if you have too much..especially in toddlers).
Most likely, a toddler is getting enough vitamins from regular food. If you think he/she may be lacking in vitamins, talk to their pediatrician. Like I said, multivitamins can be harmful at such a young age.

most chewable vitamins that I've seen, are made for children over 3. Stick with infant vitamins until then. Babies and toddlers bodies do not require the same amount of vitamins that are in chewable vitamins

Our pediatrician does not recommend chewable vitamins for little ones until they reach age 2 and 1/2. She believes liquid vitamins are best until then because of the choking hazard posed by chewables. Best wishes:)

I just asked my daughter's pediatrician this at her 18 month check up. I was told that unless your child isn't getting their recommended daily allowance of 4-5 servings of fruits and vegetables a day, then vitamins are not necessary. As much as I try, it's not always easy for me to get my daughter to eat that much per day, so the pediatrician told me I could give her chewable vitamins.
I found Flintstone vitamins for toddlers, ages 2-3 years. I cut them in half and give her half at a time. I just keep reminding her to chew them up really good and I watch her until she chews them up completely and swallows them. She has 16 teeth.
You can also give Poly-vi-sol, which are liquid vitamins. I had given them to my daughter until she was a year old because she was breastfed. The bad thing is that it tastes horrible, so you might not be able to get your toddler to take it. It also stains terribly, so if they spit it out on their clothes, it's hard to get it out.

my daughter didn't get the chewables until 3 but even then they had to be split. just go by your own comfort level; i was always paranoid on choking hazards. also check with your pediatrician as to which one they recomend.

Just as an idea, I'd check with your doctor to make sure the baby even needs them. My doctor has told me that they're a waste of money. As long as my daughter eats right and stays healthy, there's no need to waste money on them. Just ask your doctor to confirm that they're something your child needs. You don't want them to have too much of something.
Good Luck

To be safe? I would say not until they have all of their teeth. You can use the liquid vitamins until then.
