ROE for Iraq has not changed.

Procedures for enforcing the ROE have not changed either. There is still a full official investigation (called a 15-6 Investigation) every single time an Iraqi civilian is injured or killed in any incident involving US forces.

BTW: Here is a link to the ROE - as you can tell these are common-sense rules that nobody has been able to improve upon.

i cant state it in depth but basically to protect civilain, and coalition forces from threats with force upto and including deadly force, some of these threats are; threats to life, damage to certain structures, being fired upon, and you fire only in the event you have positive identifcation of the target

I've been wondering who we fire at when American troops walk into a fire fight between Shiite and Suuni militias? do we shoot at both of them?

Considering the civillian death toll in Iraq, it seems to be "anything that moves", including old people and children.
