Can't find anything definitive, but I think nicotine patches would technically be medicinal, right? I doubt there's an excise on medicinal goods.

People don't use them right, I don't think. They're supposed to be put on regularly and then after a bit, you're supposed to move to lower strengths, eventually you are weaned off nicotine. But people just keep putting on another and another before they're done, never dropping down, or they even put on more than one "just for a little extra". That AbFab where they have on 3 patches at once is not entirely far from the truth for some people...!

It all depends where you get your patches. Some states provide rebates and incentives. In fact, you want to check with your doc.
