If there is absolute proof that they are the persons responsible, immediate punishment and severe punishment would deter others from doing the same thing. Think of Mussolini and the trains. An eye for an eye...

Enforce the laws we have. Making new ones won't do any good if you don't enforce the ones you have. (Are you listening, Sarah Brady and the Brady Bunch?)

Adopt "zero tolerance" policies for serious offenses. Once should be enough; why give criminals a chance to do it again?

Abolish parole and probation. Do not pass "GO," do not collect anything. Straight to jail, and stay there until your complete sentence is served.

Abolish time off for good behavior. You're a criminal; just how good can you possibly be?

Abolish plea barganing. This is a courtroom, not "Let's Make A Deal."

Pay police better so we'll have more of them. Better pay draws better people...common sense.

Pass a federal law requiring every state to issue concealed weapons permits to residents who are not convicted criminals, mentally unstable, or under the age of 21. What part of "the right of the people to keep and bear arms shall not be infringed" do people not understand?

Make it easier for innocent and law-abiding people to carry guns to defend themselves against the scum of society.

For those committing the violent crime, fitting punishment is in order. Rehabilitation is not a viable option. Violent criminals should lose their rights, including the perks of prison (recreation equipment, education, etc.). There is a price to pay for preying upon the innocent and being prevented from doing it again.
