It sounds counterintuitive, but keeping them up later does not get them to sleep better, rather than make them tired it makes them hyperalert. Try moving bed time back 15 minutes at a time. For kids its all about routine that should follow this pattern: eating, waketime, sleeping. While all kids are different here's my experience when my child was that age: Bedtime was 6:30 pm and he slept straight through to 7:00 am. Breakfast, then waketime for 3 hours (til about 10:30), followed by 1 1/2 hour nap. Lunch (at noon), 3 hours of waketime (til about 3:30), 1 hour nap. Dinner (5:00) followed by playtime then 30 minute bedtime routine.

Kids go though stages where they nap and do not nap. Instead of trying to get her to go to sleep just make a certain time every day that is quiet time. Put her in her crib and let her hang out. Low lighting and soft music like you are already doing are sure to get her back into the swing of a nap before too long. Babies her age are afraid they are going to miss something if they close their eyes. Good luck.

some kids just give up naps.
It stinks for you...but it may be that he just isn't a napper. I was about 14 months when my mom gave up on trying to get me to nap.
I will warn you about making them "more tired." My kids often had (and still have) a harder time falling asleep the more tired they are. I had to find that exact balance.
For your sanity, you need to at least foster a "quiet time" routine. Let him have books & crib-safe toys and work on at least the habit of playing quietly in his crib for a bit to give you a break. I started off napping myself on his floor :) until he got used to it, then I would just leave him. Sometimes he' be content for an hour (sometimes a lot shorter) and sometimes he'd fall asleep.

cut out caffine and sugar until after nap time. When my son was this age I would only allow him junk food AFTER he ate unch and had a nap.
Also-many children are allergic to red dye (my oldest son is) and are being dx w/ ADHD and put on drugs when all you need to do is cut out the red dye. It can cause hyperactivity in children. I put my son in his crip with a full tummy and he is wide awake. He will sleep for 3 hours if I let him. You could also try soothing music.

some kids just don't nap. it sucks, but a quiet time may be nice to replace it. i used to watch a fun movie with my son or read him some books... anything to get him to just sit for about an hour or so.

If she goes to bed at 6pm and sleeps all night, why force her to nap? Sounds pretty good to me already.
