It is really simple. Just walk up to him, smile and then say "Hi, would you like to go out with me to dinner/movie/the mall." Then, he will respond, "Wow, yeah...what are you doing this Friday?"

Well you have not given many details to the situation..whether you know him from work, school or mutual friends but if you want to go and hang out then suggest something you know he likes movie, baseball, ? Maybe ask him and other people also so it is not looking like you are asking him on a date..you did not give any detail so i am not sure of your situation
